Need a new rule: don't send an untested exe!

There are a lot of fake update patch and exe demo

For examples:

CITY LIFE v1.0 Italian is an Original EXE SF3 copy protected
HITMAN BLOODMONEY 1.1 is an exe demo
RALLY CHAMPIONSHEEP 1.0 RELOADED is nuked (stops at end of 1 level).
