how do i burn cue and bin whit cdrwin

Do exactly as big pappa says.......... make sure you have edited the .cue file to reflect where your bin file is....

err this is only if you downloaded a game....most of the time you'll have to unpack the bin and cue files........ and the info in cue file is not going to reflect where you actually unpack it too

So, did i confuse the hell out of you?
