Nope - I've tried that too. It appears the PAL DVD Video is a no-no on Jap PS2 10000/15000/18000. Maybe later models OK.
Region 3, like Region 2 is split between PAL/NTSC countries. So it's likely that only NTSC works. ####://www.scotland-info.co.uk/video-formats.htm
