By "make dreamcast games", I'm assuming you didn't mean "write dreamcast games" but instead meant "make dreamcast game backup DISCs".

If you wanted to "WRITE" dreamcast games (as your message implies), you'd have to know how to write Windows CE programs and you'd need a ton of different things like graphics software, 3d modeling software, etc...

Back to the assumed "Make...game discs" request:

1. Find someone who already has the games COPIED to backups, and get copies from them
2. Read the tutorials found at ####://www.dccopyworld.com pertaining to SERIAL-SLAVE ripping, and buy a serial cable to connect your Dreamcast to your PC... Then have a lot of time available so you can rip the game disc, extract it, downsample audio and video as necessary, and then you're ready to construct the disc image and burn following the SELF-BOOT tutorial found at the same link above.

Now, if you don't think you can do that --- Tough! Download the games instead. That's your only other choice.
