Yah i have the same problem too.
I tryed all Fix images and i switch ompatibility mode for the exe to windows 2000. And it gives me allways this error that can't load the Security module and the game cannot be run. Helpme plz.

I made it!
just use DT4.0HE, activate all emulations, use one of the five images on gcw.com, but better one of the newer ones. use antiblah and turn on your language and DONT FORGET to turn the compability mode of the matrix3.exe to win2000! (right click/settings). then it worked 100% (on my PC anyway...  )
