Some ISPs are running scared about liability concerns in copyright infringement.

Although My ISP's original news server wasn't the greatest in the world, as they tended to roll the larger binaries groups too often to make them useful (by the time the last of 30 files was uploaded, the first one could have already been deleted), they were better than what they came up with when the converted to regional servers. Now, as the ISP's email notice states, they have removed many of the alt.binaries newsgroups because of possible copyright infringement that goes on in the groups.

Needless to say, not all ISPs will allow the alt.binaries groups without close scrutiny. BTW, my ISP is SBC (Southwestern Bell Communications, parent company of Southwestern Bell, PacBell, and several other companies).
