If the clock dont tick, its broken.
If the car dont start, its broken. And if your dc dont spin... Ummm... Im kinda guessing you broke it. Cars are hard to fix yourself, clocks are impossible, as for dreamcasts, well you should find some kind of electronic repair shop or store or someplace where the ppl know what to do about this kind of thing. I'm no expert but I'm kinda guessing that they'll charge you a shitload in repair costs, so your best bet is to just buy a new dc, preferably one made before oct2000. Doing that will most likely solve all your current problems. 8-)
