I don't even know if you can buy the serial connector that plugs into the Dreamcast. You'd have to be able to get that connector before you could make the cable. You'd also need a 9-pin "D" style connector and the schematic for the cable (which I've not seen yet).
Bottom line is, it's probably easier to just buy one, than it would be to make one.
