Technical Info Needed To Create An NTSC->PAL Patcher

I've located a tool called PAL Patcher which despite being listed as a patcher from NTSC->PAL, is actually the reverse. I've managed to locate several PAL->NTSC patchers ... but no sign of a decent NTSC->PAL tool. If you can point me to it I'd be most grateful.

If the tool cannot operate directly on different CD image formats then I'd still be interested in getting the source code and adding that support.
