IPBIN4WIN is just a utility that tailor-makes an IP.BIN for your game. You can usually substitute the generic IP.BIN from the ZEROTOOLS.ZIP package (which should be found on the DCCOPYWORLD site). I've used the generic file several times unchanged, aside from the BINHACK utility that sets the offset in the file.
