This is a problem in the unpatched version. There is a response on how to fix it on some forum somewhere (can't remember where I found it). You have to use the console and enter some commands. I think it was on the White Wolf boards. That's a really great game, btw. Too bad it was so freaking buggy.

The 1.2 update is supposed to fix this bug? You must be using the v1 Nocd crack still therefore the fixes from the update are not registering! There is now a v1.2 Nocd available at GCW. But if you are still having problems with the boat bug then you will find how to get past it here.
