Emergency 3 -HOODLUM Crack not working?

Hi,
I 've downloaded emergency 3 and used the crack from hoodlum but it seems that it doesn't work because when I get into the game it freezes in the start menu and I can't do anything

Install the game - Full Installation.
Replace the original EM3.EXE & OPTGRAPH.DLL files with the ones from the File Archive.
