LOL, at least he/she registered with the forum, so here's a good bit of advice. Go back to www.dccopyworld.com and look under DC Utilities, the Utopia Boot Disc is there.
As for what it is, well let's do a little word play. Boot = to load or ####t up something Boot + Disc = You figure it out. ~The Masked M0M0~
