ps2 hi res vga adapter

Every ad I see for a ps2 hi res vga adapter says

"Enclosed hardware allows your PS2 Linux development kit to work on VGA monitor"

So do I need to turn my PS2 into a linux system inorder for the vga adapter to work?

i have a cosmo vga addaptor through a tft monitor ,, havent needed to do owt with it plug n play ,,, sorry had to adjust the res etc but thats it
