Yeah I know I left out the patch file. That way all you have to do is download the patchfile for whatever your doing. I already posted the pal2ntsc patchfile in the UIS and also linked to this thread to get the ADR patcher.
Also had to edit the nfo where it links to release group sites. Tyler!

It worked for GTA3-VC, but it only changed the framerate from 25 to 29.97 but not the res. so the screen was a little streched with the bottom off the screen a bit. Good enough to take out some aggressions on some pedestrians though.
