Hmm, was that programmer recommended to you? Have you heard other people using it? The reason I ask is because the 49F020T doesn't appear as a support chip under windbond.
If other people have used that, then it is possible that the tsop is unrecoverable. Wrong bios or too much heat could make it useless no matter what. Did you solder those points to make it not write protected? I mean, it probably won't do anything at all if the programmer is plugged directly to all the legs, but you've got nothing to lose.
