I find Nero the best for Firmware CDs. Open the .cue file in Nero and then burn. The .bin is the data file for the .cue file.

Don't just burn the 2 files to CD, firstly you need to select "BURN IMAGE" in whatever burning prog you're using, then navigate to the "CUE" file and select it. Then burn it. Make sure that the .bin file is in the same directory as the .cue file because as Lufc said, the bin is where the cue gets it's info from.
