Troubleshoot it step by step, start with the IDE cable and power conenctions, make sure they are installed properly to the drive and the motherboard. Cables always seem to get disconnected when installing new hardware. Next check the jumper settings, are they set for Master or Slave as required? Then move onto the BIOS, what are the options avaiable for your new DVD burner drive, can you set to auto detect? If yes, reboot and watch the BIOS screen for the drive ID and re-enter the BIOS to see if it is properly detected. If not, something else is wrong. In most cases, if the drive is not detected by the BIOS, Windows will not see or will but not access it properly. Once you have the drive dtected byt he BIOS, then check it in Windows.
