Neither. The problem is your PS2 is having trouble reading your weak burns. Your PC is reading and burning fine but your weak burns are meant for PC data on PC drives designed to read weak CDR Data. PS2’s are not optimized for, or intended for recordable media. Try verbatim PREMIUM dark blue media, and try burning an audio CD and see if your PS2 will play all the tracks good. Some cheap burners are just not good enough for Consoles, they are made just for PC data.

I bet if you burn a full audio CD wit the speed and media you are having trouble with, you will find the first tracks might play OK but by the end of the CD your PS2 will have problem playing audio. Same as your games, the PS2 is reading the inner center data but when it tries to load a file toward the outside edge it hangs, unable to load. Also try your media on other Stations. PS2 may also need adjusting.
