Surthing CD labler 4.0 is an O.K. free one, atleast its free if you buy a lable pack kit. Nero Cover designer is o.k. for certain things and its kinda free if you already own Nero 6. Those are about the only 2 I ever use and have had good success although neither are perfect in my opion but between the 2 of them they get the job done fairly effortlessly with a little pratice.

One more thing about lables if you don't already know about this site then it can be helpfull, and saves time scanning. http://www.cdcovers.cc/dvd_a.php
