Freeware for this? No.
Your gonna need one of those adapters that allows for a video and audio jack in the back of your pc. Then youll need to connect your vcr to that and upload the movie. You will get the program to do so with the adapter. Ive seen them at just about any computer store. So just ask around locally. Tyler!
