You may just have burned the data/data selfboot wrong, or your Dreamcast doesn't support it.

I've heard from a few people that apparently there are Dreamcasts in existence that play audio/data selfboots fine but refuse to boot data/data selfboots - when formerly only the opposite was thought to be true!!
