The CDR brand doesn't matter with the DC but with your CD Writer. Certain burners are not compatible with certain CDR brands. The same goes for burning software. But since you say that the write was succesful, the CDR brand and software are not the problem (I use Discjuggler and FujiFilm discs all the time).

Check how many tracks are on the discs you made, if it's only 2 it's a selfboot disc. If it's 1 you will need a boot disc. If it's more than 2 check the first and last track to see if the have audio. If both tracks have audio, you wil need a boot disc otherwise it's a selfbooting disc.

However, you might have either a corrupt or fake image. Try your CD on a different Dreamcast before you decide to get rid of it.
