DVD+R Regarding V9's

I was wondering (since you're a mod installer!), what actually happens when a disc is difficult to be read by the laser? Does it "ask" a higher voltage from the console?

And for experiment's sake, what would be the difference in the laser operation of the exact game, burned in a TDK DVD-R and TDK DVD+R(same brand, same data)?
