Have the same problem using a USB Gravis Aftershock. However, the scrolling only affects the menu.
If you hold the stick to the left/right the scrolling will stop and let you use the keyboard to select Game mode, level, etc... Once you're in the game, the controller works as it should! Hopefully this info will help some.
