NTSC PS2 games: YES
NTSC DVD movies: NO (Unless the movie in question has no region code) And there are a "few" NTSC movies (originals) that do NOT have a region code. Alot of people that backup movies (myself included) will remove macrovision and make the movie "region free" so it will play in any country. NOTE: If you have a PAL tv the movie may not display correctly due to the NTSC framerate.
