Generals has Safedisc protection on the generals.exe, not game.dat so you need the fixed generals.exe as well as a proper NoCD'd game.dat to make a full NoCD patch.
As far as I know the generals.exe has never been updated in any patch yet. A job for the Roadbusters don't ya think Bean Bandit?  DrA.
