Help!! How do you play Dc games with Dummy Files??

I just recieved street fighter 3 3rd strike from hong kong and some other games. For some reason the game won't boot up. I used the boot disc then put in the backup of 3rd strike. It will start reading, then it keeps making the same sound over and over until it quits. It won't even get up to 100% in the boot disc screen. On the cover it says this game has dummy files included. The rest of the other games boot perfectly with boot disc. But not the one with dummy file. How Do I play dc games with dummy files???????????????
