Question for installers: M2 install problem...nevermind

I'll try to include as much info as I can in this initial post. If I leave anything out, please ask and I'll supply the info as best I can.

US V7
M2 Pro w/clip kit (yeah, I know, but I'm a noob installer)

Problem:
After installing, the PS2 will power up. Plugging it all in and flipping the PS switch gives a red power light. Pressing either reset or eject switch will turn power light green, but that's it. When powering the system on, the TV screen will quickly flicker (a fraction of a second). The tray will not eject. The system will return to standby (red light) after holding the reset button for a few seconds.

Troubleshooting:
I've read troubleshooting tips for "blank screen" which is what I get basically. It suggests checking BIOS connections. I'm using the BIOS clip and have checked the connections with a continuity tester. This shows that everything is fine, so I'm assuming that it is. I'm also assuming that the CLK point (lower right), A wire, and SCEx points are fuses. Testing these with a multimeter shows that A wire and CLK have continuity, but not SCEx that I can tell (continuity meaning from one end of the fuse to the other, not from the pad to the pin). Using a magnifying glass, I can't see any instances of bridged connections and all connections look good from what I can tell.

Questions:
Are the points I indicated earlier actually fuses?
If they are, and assuming that the SCEx fuse IS blown (from lingering too long with the iron), could I "theoretically" bridge the two ends of the fuse with solder to create continuity in that circuit? I understand that doing that would not be the proper way to repair the problem and it would not have the benefit of a fused circuit, but could it be done?
Are there any other particular connections that I should be checking? Points on the back?

Any feedback that you could give me would be greatly appreciated. Again, if anyone needs more info, post the question and I will try my best to give an answer. I'm at work right now so I do not have hands-on access to the system until this evening, but I do remember quite a bit of what has been done so far. Thanks guys.

EDIT: Oh yeah, I tried to look at the fuse list diagram thing in the "Sticky: FACTOIDS: Messiah class install/behaviour issues & Fuse list" thread, but it gives me a "no input file specified" error.

Update:

Ok, I think it is something on the board. I just removed everything modchip-wise, except for the piece that is soldered on to the 6 points on the back of the board and it does the same thing. I didn't figure that leaving that one piece on would make a difference since nothing is plugged into it. There's no place for the signal from these points to go, right? Nothing was soldered to the BIOS, so that shouldn't be my problem.

Any ideas on where to go from here?

The board is fried...I made sure of that! Screw it, I'll go another route. Look out eBay!

If the power light turns blue, have you got that upside down in the PS2 and the wires connected wrong way round?

Sorry, light turns to green like it should. I'll edit the main post to reflect the correct info. Also, the system WILL go to standby (red light, no activity) after holding the reset button for several seconds.

are u sure ur audio and video plugs are in correctly? Simple but cud be ur problem

Yes, the cables have never been removed from the TV. This is a second PS2 that I'm working on, the cables I'm using are from my original system (the one in my sig). The original still works fine.
