Who gets in trouble when pirating?

Does the man go after the guy selling the pirated disks? Do they go after the buyer of the disks? Or both?

How ofter do they bust poeple? It would seem like an almost impossible job to get all those that buy.

If they really want to bother, the seller would only get busted if he knew it was ripped and that would need to be proven.
