GTA 3, how do you start the race ?

There is a post by 'Hungry Hobo' on this page:

It is supposed to be about GTA3.

Maybe he has got it in the wrong place ?

Here is an extract:

"put in the rhino code. take your shiny new rhino,
and go around so you are facing towards the cars
that are going to race, and they are facing you.
charge at them and blow one up. the race will start,
but dont mind it. just keep on pushing the blown up
cheetah all the way back to your garage, and once
you get it all the way in there back off so the
garage can close, then open it, and viola, you have
a bullet proof cheetah right before your eyes."
