okay, simple way to test the ps2 power supply board.
Strip down the ps2, take out power supply board an place it on an Insulated surface. Then take the power switch unit from the back of the ps2 and plug that onto the power supply board. Stick a new fuse in, stick the mains cord in and switch it on. In other words you've got the power supply board switched on but not connected to the ps2 motherboard. If the fuse still blows then the power supply board is shot. If the fuse is okay then something else is shorting causing the fuse to blow. God luck, let us know how you get on.
