dont use TMPGEnc to merge and cut as TMPGEnc is really bad at doing this. there are two choices to do. one is u can encode half of the movie to fit on one cd and encode the other half to fit on the other cd. Or u can get another merge and cut tool. u can find many tools at www.dvdrhelp.com. i hope i was some help to u.
