It won't surprise me SvC Chaos (and maybe even mslug3/4) gets released. Its no secret those games sell best on a dying console. The mainstream does not want games like KOF, garou and even SF anymore. Look at the poor sales of 2d games on the big 3 systems. and look at the (in comparison) great sales on the dead systems (DC, Saturn). Especially in europe those games sold poor late 90's.. sfa3 psx was in like 4 months a budget game while japan was raving about it, but that could've something to do with very crappy pal conversions tho.
On DC they made like 30000 kof2k1's and all were sold. When kof2k1 got available on pre order they already had kof2k2 on the release list of year 2003.... which only confirms they already had enough preorders and some good profit to be satisfied.
So oh yeah bring on SvC Chaos on DC.... and if playmore's smart they bring all the older high ranked NG games out too. ie. RB FF2 never saw a console release while its probably the best in the series... we can only dream
