The way you understand it is correct BG. I talked to EMPiRE about this issue personally. This is what he has to say about this:
"The rule is mainly not to sell modchips directly from certain fileforum members, telling that users can go to a certain site (from non fileforum members) to get a certain modchip is no problem for me. This way it is clear that FileForums is not directly making money selling modchips"
