how to burn the .bin and .cue files

I doubt its because of using TMPGEnc on a slow computer. It probably is more likely you tried a 'quick' conversion in DVD2SVCD. Or maybe it was a messed up burn on your part? Have you tried mounting the image using daemon tools and seeing if it is choppy in WinDVD and WMP?
