1.it has to be on and the A/V cable has to be plugged into it for some reason but not necessarily a monitor or TV on the other end

2.the FTP client manages connections not number of PCs - hence 2 PCs together need 1 connection so 1 client (Xbox is a specialized PC so same thing)
