It's a dynamic link library used by windows 32 bit apps to communicate with scsi devices (originally) but also IDE/ATAPI, Zip drives etc (but not usb, parallel) . It is designed for Win 95/98 and is not included with WinXP.
Why? Because MS have included their own aspi layer, thus removing the need for a third party driver. Check that your version of ClonyXL supports winXP, as that might be a cause of problems.
