use fps limit and set it at 50(PAL) or 60(NTSC) fps (or lower)
you might also want to try different video plugins, and explore the different configuration settings for these (pete's plugin has a "fast" tab that can be selected/de-selected). as yop83 says, the ePSXe discussion forum over at NGEMU would be the best place to find your answers
