Very wierd magic3 problem

I have never seen this before, so I don't know where to start looking for the problem. I have a US V7 ps2 I just put a magic3 in. I have don't about 10 so I have a little experience. After the install and I started to test. When it boots up It makes a staticy sound and goes to the PSX boot up screen (the s and p icon). Then goes directly into the asks me to select language. It has never been plugged up before. I shut it down immediately. Where to start?
