I just checked if the same code used for the Ikaruga 60hz fix worked with Virtua Fighter 3 & guess what? it does
Open your Virtua Fighter 3 CDI with a Hex editor (I used HEdit)

Find this String
0B 42 09 00 01 1F 0C 84

& Change it to this
0B 42 09 00 01 1F 30 E0

Save your change, Burn the Disk & you have a 60hz VF3.
It plays mile better at 60hz
