How can I patch Ikaruga to 60Hz?

Yep, that's why I put Ikaruga in the list of games it doesn't work with

Another question: how do I make Ikaruga a non-boot disc to try with other boot discs (e.g. Utopia)? Do I have to copy all the files, unscramble the 1ST_READ.BIN and make an IP.BIN file? How do I get an IP.BIN file off the original self-boot image?
