put the sv_cheats 1 outside the quotes for the shortcut.
"C:\Program Files\RTCW\game.exe" sv_cheats 1 (or try it without that space) "C:\Program Files\RTCW\game.exe"sv_cheats 1 then in the game press the Break key I think - the key to the left of number 1 and exclaimation mark! or try using set svcheats 1 (I think that's it)
