How do you use .rar files???

I downloaded a 'No-CD Patch' for V8 Challenge but the instructions say it's an .exe file but it's not,it's a .rar file.

I have no clue as to how I should use and/or open .rar files.
Can somebody help me out please?

Here's the instructions;
Patch Archive [13 KB]

No-CD Loader Instructions:
Install the game - Full Installation.
Extract the B-LOADER.EXE Patch from the Patch Archive to the game directory.
Execute the Loader to play the Game!
