Yes, there are some problems on this game on some PAL DCs.
I've got a PAL DC myself, but no problem with this game. But a friend of mine has these problems. I don't know where it comes from... Loads of people are looking for a patch, but there's none yet. Try to run the game on your DC before looking for a patch. Maybe it runs well.
