mod chip neo 4.0

i read somewhere that neo4.0 is out and with this ya dont need no boot discs or anything....
alls ya have do is take your copied game put it in and play
no cowboy things to do or nothin very easy....

is this true?
can ya get a external mod chip with this version 4.0.?
where can ya buy it?
