does dye determine quality ? eg. silver/silver better than silver/blue

cos i heard somewhere that blue, green and yellow (gold) dyes would 'bleed', and the disc would be undreadable after awhile
whereas silver dye wouldnt
if this is so, then i'll feel safe buying dirt cheap silver cdrs
