Sorry to jump in, but if you have set the PS2 to RGB, you will also need to set your TV to RGB as well.
scart leads contain composite video as well as RGB, so your tv sounds like it is using the composite signal instead of the RBG one. probably a button on the remote control to change the settings of (eg.) channel:AV1 Composite / SVideo / RGB (If your tv supports multiple scart sockets, the tv usually only lets you use ONE of these (usually AV1) for RGB - time to consult the manual.
