As far as I know, the versions you mentioned are simply safedisc1-protected.
Just use unsafedisc to unwrap the sims.icd and there you go, or just download the recommended generic patch for your version. As I don't own houseparty, I can't tell you anything about, but it should be sd2-protected. CU, so long MONTY
