A hex editor. However, usually trainers are compressed and/or encrypted so that it becomes harder to steal the idea of how the trainer modifies the game code. In that case, modifying the trainer becomes harder, too. If you send me the trainer executable in an email attachment (put it into a ZIP archive!), I'll have a look at it.
